Calculate Absence Payment Rate at the time of Disbursement

I'm trying to change our comp time absence payment rate to use the employees payment rate at the time of disbursement.


Currently our system uses the Accrued Date, and so if an employee has had a rate change since they accrued the comp time, it is paid at the old rate. We need it to pay at the current rate.

Example: Employee earns comp time at $10, then has a pay rate change to $12. All comp time taken after the pay rate change to $12, should be paid at $12, regardless of earned date.
