How to make the attachment added by employee to reflect in the absence certificate action item?

Hi,

I have a requirement where I want the attachment added while raising absence from ESS to reflect in the absence certificate under Action items so that the Administrator can process it. Currently, I'm able to mandate the attachment for Employee. But I'm not getting where is this attachment flowing down to. Any help is much appreciated.
