Primary work relationship is showing as "No" while performing Global Transfer

While performing Global Transfer for one employee and in the review page Primary Work Relationship Details is set as "No".
So while submitting the request, its throwing error
There should be at least one primary work relationship for a person. (PER-1531644)
A person must have at least one work relationship marked as primary.
