Document Types: set up different requirements for different states

Need to configure a custom Document Type. Requirements is different for different states/locations. For example, for EEs working in DC the document Issuing Authority and Date should be required and the Comments field should not appear, for employees working in TX the Issuing Authority and Date should be optional and the Comments field should show up. Is this possible?
