Clarification : How to process Past activities



I have seen few threads about processing past activities. We have a scenario where the technicians are dispatched onsite and they do not have access to network and complete Start / Stop of each activity or they work on multiple activities at the same time and will not have the capability to debrief the activities the same day. 

What is the best method to debrief the past activities. 

My thought is if i place them under Non-scheduled bucket then we can move this to respective technician's queue and still find limitations.

Any thoughts?
