Cannot Add New Attachment Category in work order header

Currently there are three categories available in work order header attachment  under Details section - Miscellaneous, To Contract Manufacturer and Work Instruction. Have tried adding new attachment category using task - Manage Attachment Categories by selecting 

Module = Work Orders and added the attachment entities, however upon saving it is not getting saved.

is there anything security control is defined by default? kindly help
