Can input values on work schedule assignment primary flag be changed?

We're experiencing a problem where managers are misunderstanding what the yes/no flag on work schedule assignments is for. When adding a future dated work schedule change, they're setting it to 'no', thinking that 'yes' would make it the primary work schedule immediately. I was wondering if there's any way to edit the work schedule input values to remove 'no' as an option altogether? Can this be done through page composer? If so any instruction on how to do it would be appreciated! :-)
