Background check documents no longer visible

Lose document of records that are in pending worker as they move to employee

Content

We have a background check process where pending workers are assigned background check tasks before they start. Once these are submitted they are routed to our compliance analyst who approves the transaction. However, if for some reason the analyst does not approve some of the background checks BEFORE the employee's start date - then those uploaded documents are no longer visible.

Is this because they are tied to the pending worker assignment? Is there a way to ensure that these documents can be carried over as an employee even if the approval was not complete?
