Seeded negotiation styles re-activated by patch

Summary

We inactivated seeded negotiation styles, but patch 21B re-activated them. Is this a bug?

Patch 20D gave the ability to inactivate seeded negotiation styles, which we have done.  We just got patch 21B applied in our TEST pod a week ago, and we have discovered that the seeded negotiation styles are active again.  I can't recall if this happened with the 21A patch.  Is this a bug that requires an SR?  We don't want to have to maintain this every quarter when we get a new patch.
