Custom HR Analyst Role - Read Only

Requirement for read only HR access to view employee assignment and personal details but not edit

I'm new to the application and I am currently trying to adapt a seeded role (Human Resource Analyst - ORA_PER_HUMAN_RESOURCE_ANALYST_JOB) to fit our business needs. Our operational HR teams will need view access to employees assignment and personal details but we do not want them to be submitting transactions / editing this data as this responsibility will sit with our line managers. 

I have been trying to work through removing the roles and privileges to achieve this but am yet to succeed.
