When are combinations available in Manage Segment Members?

Users are able to create new combinations (Product / Org / Customer) through the Manage Product Launch tool. However, these combinations are not available in Manage Segment Members right away. Our Demand Planners have their page layouts filtered by Business Unit, so we would want to manually add the new combinations to the correct Business Unit after the combinations are created.

What process steps are required to make combinations available in Manage Segment Members? For example, do we need to complete a full Targeted Collection job and Demand Plan run before these are available?
