Question on forcing employees to complete a course again

We are required to train our employees annually on code of conduct.  How can we force employees who already completed the course to take it again?  I enrolled an employee in a new required assignment as a test, but it marked her as complete because of a prior enrolment.  We want to track the prior enrollment, but at the same time we need to track they complete it again each year.
