Strategies for Learning Incident Workflow

What have been your strategies for using the Learning Incident Workflow?Content
Hi all,
I'm thinking through how best to deploy the Learning Incident workflow now that's it's been moved to the Transaction Console and the latest 21B updates here.
Out of the box, this workflow routes to a learner's line manager. Honestly, I don't think that's the appropriate destination for this to go since often a line manager won't be able to make any changes or evaluate the reason code for flagging a course.
Before the workflow was moved to the Transaction Console, the workflow was routed to the learning item creator. I think that's a better option, but still not great since there could be distinctions between course creators and course owners.
