Unable to start my arm-based Instance

I was asked to contact customer support when trying to start my Ampere based cloud instance.

When trying to start my instance, it shows me the following message. I assume that it was always free as mentioned when creating the instance.

Unable to start instance: Instance ocid1.instance.oc1.ap-hyderabad-1.anuhsljrb3ejyfac7faco6evhk7zfjmvpede7o2s5357jya2cdlyvnyf23xa is disabled and will not accept any action requests. Please contact customer support to reenable.
