Summary

I can't connect to Oracle db from within the Cognos application. It fails when I try to start Cognos Configuration.

We've been using Oracle for years, along with Cognos on-prem. I created my first DB system and Application Server in OCI. But as I installed Cognos 11.1.7 into the Application server, when I configured it, I can not connect to the Oracle db from within the Cognos application. It fails when I try to start the Cognos Configuration.

I can reach the OCI instance no problem.

Ping

tnsping

and SQL in SQL_Developer all can connect to the db system.
