Automatically insert public holiday in timecard for custom created Calendar event categories

Public Holidays are now automatically inserted in timecard but it works only for Oracle delivered Calendar Event category (Public Holiday). It does NOT work for custom created Calendar event categories. Any suggestions how to make this work for custom created calendar event categories?
