How to setup a front loaded and monthly accrual in a single absence plan?

Hi All,
We have a requirement where all regular employees should get their entitlement on 1st Jan itself.
But any new employee joining in the middle of plan year should get monthly accrual until 31st Dec. From the next plan year they should get like any other employee.
Can this be achieved using a single plan and what is the best approach for this requirement?
