Seniority dates recalculation on a daily basis

Dates are being recalculated for limited employees only.

We have scheduled the "Calculate Seniority Dates" process on a daily basis expecting the dates to be recalculated each passing day for all the employees. Attached is the snapshot of the process parameters. The issue is that not all employees seniority dates are being recalculated. As per oracle documentation "Workers who have no changes to their assignment, grade step, or seniority hours in the past N days are excluded from the calculation".

Is there a workaround how we can get this requirement fulfilled using the process only.
