Document Record Attachment Retention

Our company is planning to start collecting certain information in About Me > Document Records including asking employees to upload an attachment to the record.

Besides using an API to mass download the records/images, does anyone have any ideas of how we can retain the documents in the future should we move away from HCM? A mass transfer maybe to some other secure hosting service or website to hold until we can delete the records?
