Accessibility: meeting W3C level AA standards with the Appearance tool

We're not able to reach level AA of W3C standards. How other customers have done in this regard?

Hello Experts,

Our branding team is looking for meeting the accessibility requirement of having a 3:1 contrast ratio with the link color on the home page "Quick Actions", "Apps" and "Show More" links.

As we are currently unable to adjust the color of all the text on the page via the Appearance tool, we're looking to underline these links.

Having looked into the Structure (just in case), Page Template Composer and Page Composer tools, I don't see any way to achieve this.
