Future Hire Personal Information Changes Fail Using RUI Quick Actions

Summary

Transactions submitted through RUI Personal Information quick actions for future hires are failing.

Content

When a user submits a change to a Personal Information through a RUI quick action on a future hire, that transaction fails. This issue is only for future hires, all changes submitted for current Active or Terminated employees are going through approvals as excepted. 

My Client Group > Personal Details quick action > Advance Search > Change any personal information > Submit

Current Transaction Console Issue Description: Error caused by SOA component or the underlying HWF configuration or a Supervisor Hierarchy set up issue.

Oracle SR has been opened (original SR opened in June 2020, fix was supposed to be applied in 21B, issue still not resolved). Anyone else experiencing or fixed this issue?
