Comp Absence Plan

Can HCM have an absence plan that can be a plan for comp hours?

Company is considering offering salaried employees that work on saturday either to be paid a flat dollar about for the 8 hours i.e. $200/day or be given 8 hours of comp time.  The comp time can be used as vacation.

It is not know whether or not the comp time would have a ceiling.  There is discussion around if 8 hours of comp time is given to an employee, the employee would have 90 days to use or lose it?

I know we could set up an accrual plan and make all salary eligible and no accrual hours be given automatically.  It would be manual or HDL to adjust employees comp plans.  Employees could then have absence transaction to schedule/take the comp day and it flow to payroll.  Not sure if plans can reduce automatically after time i.e. 90 days not used.
