Marking Development goals as Inactive

A user reached out to me inquiring about marking a "Development Goal" as inactive.
As per the Oracle Manual (https://docs.oracle.com/en/cloud/saas/talent-management/21c/faucd/manage-your-development-plan.html#FAUCD1642415)
Inactive goals - Includes all goals set as Inactive or with goal start, target completion, or actual completion dates earlier than one year from the current date.
To test the functionality i created a back dated goal and marked is as inactive backdated but still the goal was appearing as active which is not same as what Oracle Manual says.
Upon trying a few scenarios it came to my notice that:
