How to identify if externally priced shipping method is applicable for shipping promotion, on load o

Hi,

We have externally priced shipping method configured and Free shipping promotion is also configured for a certain cart total.

Requirement is to identify if the shipping method is eligible for free shipping promotion on load of checkout page.

This works fine when a user is selecting the ship method on checkout page then shipping promotion is getting applied. But we want to highlight to user, on load of checkout page meaning before selection of any shipmethod, that particular shipmethods are eligible for free shipping.
