Retrieve a substring of an input value in Expression Language (EL)

We have a requirement to add a hyperlink component to the termination page to point users to a PeopleSoft environment to enter final pay hours. We were able to add the hyperlink and dynamically populate query parameters in the URL using expression language (EL). One of these query parameters is the term reason code. In Cloud, since action reason codes need to be unique, we have had to append the action code and a hyphen to the action reason code, but PeopleSoft doesn't have this same restriction.
