Change Default Action for Quick Convert of Pending Worker

Hi, 

We have created a new a action reason  that can be selected when hiring an employee but when using Quick Convert to hire a Pending Worker the new action is defaulting to the Assignment screen, rather than the generic 'Hire' reason we had previously. 

Does anyone know where / if this can be controlled
