Non Catalogue Approval routing restarts when final approval is a day or more later

We have a scenario when an employee raises a non-catalogue group booking which needs then to go through a 3 step approval (Manager -> Finance -> Commercial). If either step 1 or step 2 request additional information from the employee which is then supplied and then a day passes for final Commercial approval then behaviour seems a little strange. When the final Commercial step is approved the original notification is regenerated from the employee starting off the whole sequence of events again i.e. Action Required for Approval.    Has anyone seen this behaviour before I raise an SR?  thank you
