Position Synchronization clobbers other HR transactions

We've experienced issues with Pos Sync resulting in undoing previous HR transactions.  For example, we add LOA transaction via HDL and then later when Pos Sync runs the employee is active again.

Has anyone else experienced this?  Does anyone have suggestions to prevent and/or fix this?
