Recurring Learning Plan - honor previous completions

I swear I have done this before without issue, but it's been a while, so maybe I forget something.

We have a 1-course learning plan that was previously required once every 3 years that is now required annually. We have a slightly different population taking it now so I made a copy of the learning plan with the new frequency and added the groups (I also tried adding users individually and using bulk loader with the same results). 

I turned on honor previous completions and expected everyone that had last taken the training over a year ago to be marked as incomplete and everyone that completed within the past year to be marked complete. Instead, everyone that has ever taken the training was marked complete. In some cases, they took it 6 years ago and never since. I waited overnight to see if a process had to run to update the statuses, but nothing happened.
