Global access groups are not reflecting when the learner searches for a course in catalogue

We have an analysis report attached to our global access group to exclude a group of learners.

however, the excluded learners are still able to search for the learning item in the catalogue for all old courses.

the new courses created with the access group associated is working correctly

do you know why this might be occuring?
