My always free instance is poweroffed and i can't be swith on

Earlier, about a month ago, I created an instance that meets the criteria of "always free" in the Oracle cloud, planning to use it for my test projects.
Today I saw that my instance was disabled, and when enabled, I received the message: "Unable to start instance: Instance ocid1.instance.oc1.eu-amsterdam-1.anqw2ljrcnnoi5ycup72bqmmfknjacsd2eicssi2e47dd75btvgjk3kzlt customer action is disabled and will contact requests not accept customerpq is disabled and will contact reenable. "
I don't quite understand why my instance was disabled, but most likely it is due to the fact that some time ago, I installed the xen software on the main instance, after which my instance stopped loading. I had no choice but to create another additional instance and connect the disk of the main machine and fix it. After that, I apparently went beyond the boundaries of "always free" use.
