How to Recover Data from Boot Volume

Hello,

* I have data that I want to recover from an unattached boot volume located in the US-ASHBURN-AD-1 domain. My solution is to create an instance and then access the VM to recover the desired data.

* When I attempt to create an instance with this boot volume, I am given the error that I cannot create a VM.Standard.A1.Flex because I have reached my limit. I believe this to be an error because it persists despite having no instances at the moment nor anything in storage except for this one boot volume.

* I have checked the Limits, Quotas and Usage page to verify that all cores and memory are available and usage is 0.

Howdy, Stranger!
