Approvals not delegating to the correct manager type

We have set up two manager types in the system. We want an approval to go to the secondary manager type, however it always seems to go to the primary manager. We have configured the approval as per the attached. Please can someone advise why this may not be working? 

Also any useful documentation on writing approval rules via the transaction console would be really useful.
