Custom Criteria - Security Profile -Not working as expected

Initially, we have designed the security profile in such a way that a specific divisional member can only view learning records only within his/her division. But we are having few cases where the users are able to view the records which is not part of their division. This was working before not until last month.
I will be attaching the current SQL Query on the Security Profile.
