Can no longer change or delete Budget Periods for an existing award for a project since 21C

User tries to change or delete budget period and receives error and will not make the change. Is anyone else experiencing this?  After 21C patch, user started to encounter errors when editing the Award Budget Period dates.  The 21C Patch changed how Award Budget Periods are entered and edited. User was able to add a budget period during testing.   However, since the 21C patch user is no longer able to remove a budget period or change the end date for an Award.   She is getting errors and the Award Budget Periods/End Date remain unchanged.  Error: "You can't change the 2024-09-28 end date or close date because transactions exist after 2022-09-28 for the award 10336 and project”
