Time card list of values - not all values showing, is there a workaround? (RUI)

When entering time into a time card, for example a Project, the number of Projects available should be large list. When the user selects the drop-down (if they don't know the name of the project) the list displayed is not the full list, the list stops before reaching the end. The scrollbar doesn't allow them to scroll through the full list and the only option is to search.
Note: this is before the list restricts to recent values.
Is this a limitation of the LOV or is there a workaround to be able to get the full list to appear?
