Bypass Withdrawal Request

We have a approval rule for a withdrawal request to be approved by the Manager. However, is there a way for the Learning Specialist to be able to bypass that approval? On the learning assignment page there is an option to bypass and approve but it doesn't seem to allow for the bypass to take place and withdrawal the person from the offering. We want the employee to request the withdrawal on the offering, but we want the learning specialist to be able to bypass that withdrawal and approve it.
