Allow Scheduled Jobs to send to a distribution List

We would like to be able to send job failures to a group of people instead of individuals on Job notifications. This is needed for these reasons:
1. Oracle doesn't let you alter who gets notified once a job is scheduled. So if someone joins group or leaves you have to cancel the job and reschedule with new notification list.
2. Then the Distribution list can be maintained outside oracle and then not require any changes or rework to the job schedule.
