I'm starting to explore Oracle Cloud free tier options but I had immediately a problem with host capacity in my availability domain (Zurich):

The very strange thing is that I was able to initially create an Ampere VM host (1 OCPU 6 GB RAM) and tested it. Unfortunately it was too small for my tests - upsizing is not possible for free tier objects - so I've terminated it to create a new one with more resources (2 OCPU and 12 GB RAM); at re-creation time the released capacity was not available anymore; I've received the following error message:
