How to add a new country in List of country dropdown

Hi Folks,
Does anybody know if we can create a new country in the country dropdown?
If yes, can you share the navigation.
 
We are unable to see one of the country specified by client.
Country name: Ivory Coast / Côte d'Ivoire
 
Any help is highly appreciated.
