Fusion Role Required for Approval & Reports

This sounds like a basic question, however we did not get a convincing answer via My Oracle Support. We are a Finance & SCM customer, and we would like to know
(1) Should someone be assigned with a role for him or her to act as approvers (to elaborate this person will not go to view transaction, and would rather approve via Email or Via Bell Notification)
(2) If were to give access to OTBI, Scheduled Processes and Financial Reporting Studio for someone who would require reports view only. Do we have a seeded role for this? I believe it would not consume any licensing
