How to turn off forecast consumption in supply plan

We do not want sales orders to consume forecasts in our supply plan. So we set the forecast control attribute at the item level to None but when we ran the supply plan ,sales orders still consumed the forecasts. The supply plan shows that the forecast control for the items is set to None. How can we turn off forecast consumption in the supply plan?
