Select Different Ship-to and Deliver-to

Is it possible to allow the requester to select a different ship to and deliver to?

Is there a way for a Procurement Requester to be able to select the ship-to AND the deliver-to for a goods purchase?  For example, my client frequently orders goods to a dock, but the final destination is a different address.  I’m hoping the Procurement Requester could select the ship-to as the dock and the deliver-to as the final destination (different address).  I did some research today and saw that in Manage Locations you can assign a specific ship-to to a deliver-to address, but not sure this will work for the scenario I mentioned because they doesn’t ALWAYS want everything delivered to the dock
