Equivalent FUNCTION (per_bipntf_utility) for XPATH Query

In Fusion Cloud Applications Update 21C, Oracle will deprecate a column in a table in the BIP Data Models (HRC_TXN_DATA.DATA_CACHE) and advised to replace XPATH expression with new APIs. 

I am unabel to locate equivalent APIs for below scenarios -
