Summary

Only the OIC instance creator is able to access the instance.

I just created a new OIC instance and all users, except the that created the OIC instance, are no allowed to access the instance. I'm using OIC second gen, accordingly to same notes it seems to be a user's privilege/role issue, but I'm not able to figured out how to provide the roles.

The following doc, While Accessing OIC Instance - "403 Forbidden" "Page you requested cannot be accessed" (Doc ID 2483029.1), seem to be related to the issue, but I the solution seems to be related do the Classic OIC.
