Budgetary control fails even the message shows Budgetary control validation is successful

Hi,

The Budgetary Control Status is showing as Failed. But when we click the Failed message, it shows Budgetary control validation is successful and there are no control budgets requiring funds reservation.
Any ideas why it is showing like this?
