Auto-Scrolling in Edge and Chrome

Summary

In various PPM screens where a vertical scroll bar is shown, the screen has a tendency to auto-scroll to the top making review and data entry/confirmation difficult

The auto-scroll behaviour is noted in various screens including Manage Financial Project Plan, Manage Project Budget / Forecast, Edit Budget / Forecast, and many others that have a vertical scroll-bar and invoke a Fetching Data action when dragging the content down.

This behaviour has also been noted in the Manage Project Costs and Manage Project Cost Distributions screens (although to a much lesser extent)

Is this an issue with Fusion or with the Browser - the behaviour occurs in both Edge and Chrome
