When does constrained supply planning overload and when does it use an alternate resource

Hello, 
 
Per Oracle documentation, the planning process applies capacity constraints in a specific order - 
 
Prebuild in earlier time buckets
Offload to an alternate resource (if defined)
Overload capacity (to meet demand due date)
 
We have run a few scenarios and see that even though there is availability in prior buckets, the alternate resource is being used and overloaded.
The expectation is that it should first pre-build, then use alternate and, if needed, overload primary. Has anyone faced a similar issue?
