Privilege to create and submit a new item request

Is there a privilege that could be given to a user to allow him to submit a new item request?

Hi,

I would like to create a custom role to allow some users to create and submit new item requests. I don't want those users to simply be able to create an item. I want them to pass by the new item request process.

Is there a privilege that can allow this? I haven't found any.
