Create Project Screen is Different between Instances

Summary:

We have DFFs enabled as mandatory - but the create project screen does not offer any option to specify those DFF values during the creation of the project. Please refer the 2 different screens.

Can any one tell why there is difference between the two and did you run inti it before.
